March Council Highlights

Council adopted recommendations 1-9 from the February General Finance Committee meeting.

Council adopted recommendations 1-10 from the February Planning Committee meeting.

Council passed all by-laws noted in the March Council Agenda

Sarah Storey made a brief presentation to Council expressing her appreciation for the Township working with Beaumaris dock users to find an agreement that works for all parties involved. Council authorized the Mayor and Clerk to sign the Wharf Manager Agreements for the Beaumaris and Windermere Wharves as presented by staff.

March Committee Highlights 

Council decision-making at the Township of Muskoka Lakes typically starts at the Standing Committee level. These committees review and discuss staff reports, and make recommendations for Council who ultimately make a decision or provide direction to staff.  Recommendations coming out of Standing Committees are not 'decisions' until Council 'adopts' them as a whole, which typically happens a month later at the next regular Township Council meeting.  Information reports are also shared at these meetings.

These Committee Highlights provide updates coming out of the General Finance Committee and Planning Committee meetings.

This informational report provided an overview of the physical conditions of 33 of the Township’s facilities. No immediate concerns or critical issues were identified.

This staff report provided an update to the Sale of Shore Road Allowances and Road Allowances Policy that was originally enacted in 2010. Committee voted to adopt the updated policy.

This informational report provided a summary of past Council orientation practices for the incoming Council and requested Committee provide general feedback for the 2026/2027 orientation.

Staff presented possible sites for the Minett Fire Station relocation project that will occur in 2027. Committee directed staff to investigate property options and engage with landowners within the Resort Village of Minett.

Committee directed staff to add the updated relief centre activation appendix to the Township's Emergency Plan, to be utilized during extreme environmental conditions or prolonged infrastructure failures.

Staff advised Committee that the Township was approved for a rebate of $40,000 for successfully completing an action plan for selected Health and Safety Excellence program topics.

Miranda Britton and Nichole Kitchen presented a proposal for a seasonal Art Gallery to be established at the Windermere Village Hall.

Committee directed staff to work with Muskoka Arts and Crafts and come back to the April Council meeting with a proposed lease for consideration. 

The Chief Building Official reported on fees collected, direct and indirect operating costs, and the reserve fund end of year balance for 2025 as required by the Building Code Act. There was an operating deficit of $113,345 for the year, but the Building reserve Fund increased by $38,086 due to interest earned.

In response to a past delegation surrounding the distribution of magazines on private docks, Committee endorsed the recommendation of staff to direct complainants to the Ministry of Environment, Conservation and Parks as well as Advertising Standards Canada and the Canadian Marketing Association.

Committee amended the draft Noise By-law and directed staff to circulate and present same to a public meeting for community feedback. The amendment was regarding extending the prohibition of  Construction related noise to 7:00 a.m. on weekdays.  Upon Council’s ratification of this decision, staff will release public meeting details.

Committee requested that correspondence be sent to the Ontario Provincial Police requesting the development of a plan to address the ongoing problem of disruptive behaviour in Bala at the conclusion of events at the Kee to Bala
